    Thank you for your October 10, 2001 e-mail request regarding the use of the Toxicity Characteristic Leaching Procedure (TCLP).  The State of North Carolina has adopted the federal EPA rules regarding the use of the TCLP as one method to determine if a solid waste should be managed as a hazardous waste.

    In addition to the TCLP, solid wastes which exhibit any of the other three hazardous waste characteristics (ignitability, corrosivity and reactivity) are considered hazardous waste.  EPA has also developed a series of listed hazardous wastes - these lists describe specific chemicals that are considered hazardous waste.  North Carolina has adopted these rules by reference, and a copy of this part of the regulations is attached as a pdf file.  You can access all of the hazardous waste rules from the web page: http://wastenot.enr.state.nc.us/HWHOME/ WEBRules/NCHWRule.html
