Waccamaw, NC. Peoples Hearing on IP Air Permit--February 12th What: Peoples hearing on International Paper Riegelwood air pollution permit, risk assessment and new innovative technology. When: Thursday Feb. 12, 2004 at 7:00 PM Who: Sponsored by Swamp Watch Action Team, Clean Water for North Carolina, Blue Ridge Environmental Defense League and other local and statewide groups in the BE SAFE NC campaign. Where: The People's Hearing will be held at the Conference Center of the Boys and Girls Home in Lake Waccamaw, NC. It's easy to find - right on Highway 74-76 between Whiteville and Wilmington. Get off I-95 at Lumberton or any of several exits from I-40. Follow US 74 to Lake Waccamaw. At Lake Waccamaw turn south onto NC 1738 and then turn right onto Tops Tobacco Road. Look for signs to the Boys and Girls Home Conference Center and the People's Hearing. Why: The NC Division of Air Quality has refused to hold a public hearing on IPs proposed air pollution permits, despite a large number of requests from groups and individuals. The EPA is reviewing these permits now. The Peoples public hearing on International Paper, Riegelwood, Clean Air Act permit (Title V) will cover: The proposed risk assessment approach to the MACT standard (maximum achievable control technology) which would use a computer model to replace pollution controls. Also, IPs plans for an innovative technology approach which would replace the federal MACT regulations with a so-called equivalency by permit, that is, trade offs in pollution reduction from one part of the plant to another. Citizens and plant neighbors will have the opportunity to comment on these permits and proposals and on their own experiences. The meeting will open with brief presentations on the draft air permits and programs. The sponsoring groups are inviting EPA and state officials to be part of a listening panel to hear citizen comments. For more

Speakers took aim at the recently issued Clean Air Act permit and IPs proposal to avoid meeting federal maximum achievable control technology standards. IP has proposed to substitute a computer-modeled risk assessment for federally mandated technological improvements.
